FACT SHEET FOR h.b. 2449

 

appropriation; Pinal East-West Corridor

Purpose

Appropriates a total of $369,700,000 from the state General Fund (state GF) in FY 2024 to the Arizona Department of Transportation (ADOT), including $9,700,000 to distribute to Pinal County for the engineering and design of the West Pinal Parkway East-West Corridor and $360,000,000 to widen the Interstate 10 (I-10) between Chandler and Casa Grande.

Background

ADOT is responsible for the design and construction of state public transportation systems and the maintenance and operation of state highways in Arizona (A.R.S. § 28-332). ADOT may contract and do all things necessary to secure the full benefits available to Arizona for transportation purposes under federal law. ADOT may cooperate with: 1) federal, state and local government agencies; 2) Indian tribes; 3) private and public organizations; and 4) private individuals. ADOT may exchange federal monies with local governments in order to receive local monies and may include additional federal monies in the exchange to offset the matching costs required of local governments (A.R.S. § 28-334).

H.B. 2449 appropriates a total of $369,700,000 from the state GF in FY 2024 to ADOT, including $9,700,000 for the West Pinal Parkway East-West Corridor and $360,000,000 to widen the I-10.

Provisions

1.   Appropriates $9,700,000 from the state GF in FY 2024 to ADOT to distribute to Pinal County for the engineering and design of the West Pinal Parkway East-West Corridor.

2.   Appropriates $3,600,000 from the state GF in FY 2024 to ADOT to widen the I-10 between Chandler and Casa Grande.

3.   Requires ADOT to use the $360,000,000 appropriation for construction-related activities.

4.   Requires ADOT to draw down federal matching monies for the I-10 project unless the acceptance of the federal monies is conditioned on the design and construction of a bicycle path or pedestrian walkway as a component of the project.

5.   Exempts the $360,000,000 appropriation from lapsing.

6.   Becomes effective on the general effective date.

Amendments Adopted by the Appropriations Committee

1.   Adds a $360,000,000 appropriation to widen the I-10 between Chandler and Casa Grande.

2.   Requires ADOT to:

a)   use the $360,000,000 appropriation for construction-related activities; and

b)   draw down federal matching monies for the I-10 project unless the monies are conditioned on the design and construction of a bicycle path or pedestrian walkway.

3.   Exempts the $360,000,000 appropriation from lapsing.
