Arizona state parks board; continuation
Purpose
Continues the Arizona State Parks Board (ASPB) for eight years.
Background
The ASPB is a seven member board composed of the State Land Commissioner and six members appointed by the Governor and whom reside in Arizona (A.R.S. § 41-511). The ASPB must: 1) prepare, maintain and update a comprehensive plan for development of the outdoor recreation resources of Arizona; 2) plan and administer a statewide parks and recreation program; 3) plan, coordinate and administer a State Historic Preservation Program (Program); and 4) keep and administer the Arizona Register of Historic Places (A.R.S. § 41-511.01). The Governor must select a full-time State Historic Preservation Officer to administer the Program (A.R.S. § 41-511.02).
The Senate Natural Resources, Energy and Water and House Land, Agriculture and Rural Affairs Joint Committee of Reference (COR) held a public meeting on Thursday, January 19, 2023, to consider the continuation of the ASPB. The COR recommended that the Legislature continue the ASPB for eight years, until July 1, 2031 (COR Report). The ASPB terminates on July 1, 2023, unless continued by the Legislature (A.R.S. § 41-3023.06).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Continues, retroactive to July 1, 2023, ASPB until July 1, 2031.
2. Repeals the ASPB on January 1, 2032.
3. Contains a purpose statement.
4. Becomes effective on the general effective date, with a retroactive provision as noted.
