ARIZONA STATE SENATE

appropriation; real-time crime center
Purpose
Appropriates $1,500,000 from the state General Fund (GF) in FY 2024 to the Department of Public Safety (DPS) to then distribute to the city of Tucson to operate a real-time crime center that provides assistance and real-time information to law enforcement agencies, fire departments and fire districts in the region.
Background
DPS is responsible for creating and coordinating services for use by
local law enforcement agencies in protecting the public safety and for
formulating plans with a view to establish modern services for prevention of
crime, apprehension of violators, training of law enforcement personnel and the
promotion of public safety. DPS consists of the following divisions: 1) Arizona
Highway Patrol; 2) Narcotics Enforcement and Criminal Investigation; 3)
Scientific Criminal Analysis;
4) Training and Education; and 5) Major Incident Division (A.R.S. §§ 41-1711
and 41-1712).
The primary purpose of crime analysis is to support the operations of a police department in ongoing operational and crime-reduction efforts. These functions include criminal investigation, apprehension, prosecution, patrol activities, crime-prevention and reduction strategies, problem solving and the evaluation and accountability of police efforts. Through access to criminal and noncriminal data and accompanying software, crime analysis is performed to address short-term situations and problems occurring over a longer period of time. The development of Real Time Crime Centers (RTCCs) is a response to the police community’s desire to provide immediate information to officers during each call for service. RTCCs are intended to initially triage information from a call for service and provide information, such as suspect vehicle descriptions, victim or suspect criminal histories, and other pertinent information to assist in furthering an officer’s investigation during a call (Bureau of Justice Assistance, Office of Justice Programs).
H.B.2755 appropriates $1,500,000 from the state GF to DPS in FY 2024.
Provisions
2. Specifies the real-time crime center must:
a) use technology that effectively and safely provides assistance to law enforcement agencies, fire departments and fire districts;
b) integrate crime investigation technology to provide real-time information to responding law enforcement agencies, fire departments and fire districts; and
c) be available for use by law enforcement agencies, fire departments and fire districts that are located in any city, town or county in the region.
3. Exempts the $1,500,000 appropriation from lapsing.
4. Becomes effective on the general effective date.
