Purpose
Urges the U.S. Geological Survey (USGS) to add copper to its list of critical minerals.
Background
In 2017, the Critical Minerals List was established by Federal Executive Order 13817. A critical mineral is a non-fuel mineral or mineral material essential to the economic or national security of the United States and which has a supply chain vulnerable to disruption, including serving an essential function in the manufacturing of a product, the absence of which would have significant consequences for the economy or national security (Executive Order 13817).
In 2022, the United States appropriated $1.5 billion to allow the National Science Foundation to advance critical minerals mining strategies and technologies to eliminate national reliance on minerals that are subject to supply disruptions (P.L. 117-167, 117th Congress, 2022). The federal Inflation Reduction Act provides funding to strengthen supply chains for critical minerals (P.L. 117-169, 117th Congress, 2022).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Urges the USGS to add copper to its list of critical minerals.
2. Urges the U.S. Department of the Interior and U.S. Congress to support the USGS in adding copper to the USGS Critical Minerals List.
3. Directs the Secretary of State to transmit copies of the Memorial to the President of the U.S. Senate, the Speaker of the U.S. House of Representatives, the Secretary of the Interior, the Director of the USGS and each Member of Congress from the State of Arizona.
