An Act

 

amending title 15, chapter 14, article 1, Arizona Revised Statutes, by adding section 15-1809.02; appropriating monies; relating to postsecondary education.

Be it enacted by the Legislature of the State of Arizona:

Section 1. Title 15, chapter 14, article 1, Arizona Revised Statutes, is amended by adding section 15-1809.02, to read:

START_STATUTE15-1809.02. Collegiate women's wrestling program fund; scholarships; eligibility; matching monies

A. The collegiate women's wrestling program fund is established consisting of gifts, grants, donations and legislative appropriations.  Arizona state university shall administer the fund. Monies in the fund are continuously appropriated and are exempt from the provisions of section 35-190 relating to lapsing of appropriations. Subject to available monies, Arizona state university shall use the monies in the fund to:

1. Pay up to $150,000 per year for costs incurred to establish and maintain a collegiate women's wrestling program at Arizona state university.

2. award athletic scholarships to any individual who meets all of the following REQUIREMENTS:

(a) Participates in the women's wrestling program described in paragraph 1 of this subsection.

(b) Is or will be enrolled full time at Arizona state university.

(c) Has an overall grade point average of 3.0 or higher on a 4.0 scale, or the equivalent.

(d) Is ranked in the top ten of the student's weight class according to a national high school ranking system, except that students who are ranked in the top five of a national high school ranking system shall be given priority.  If the student does not have a current national high school rank because the student has graduated from high school, the requirement under this subdivision may be satisfied by the student's most recent national high school rank.

B. Subject to available monies, Arizona state university shall award to an individual who meets the requirements prescribed in subsection A, paragraph 2 of this section a scholarship that is equal to the cost of tuition, room, board, books and university fees charged by Arizona state university, reduced by the amount of any federal aid scholarships or public grants or any other financial gifts, grants or aid received by that individual.  Arizona state university shall verify that the individual satisfies the requirements prescribed in subsection A, paragraph 2 of this section before awarding a scholarship. If Arizona state university determines that an individual no longer satisfies the requirements prescribed in subsection A, paragraph 2 of this section, Arizona state university may not award a subsequent scholarship from the fund until the individual submits documentation showing that the individual satisfies all requirements prescribed in subsection A, paragraph 2 of this section.

C. Scholarships under this section shall be awarded on a first-come, first-served basis.  If there are insufficient monies in the fund, Arizona state university may not award a scholarship to an individual under this section.

D. Each $1 of gifts, grants and donations from sources other than this state that is received by the Arizona board of regents for deposit in the collegiate women's wrestling program fund shall be matched by up to $5 appropriated by the legislature. On or before May 30 of each year, Arizona state university shall furnish to the joint legislative budget committee an estimate of the amount required to fund the collegiate women's wrestling program fund allocations prescribed by this section for the following fiscal year.

E. Arizona state university may adopt rules for the purposes of administering this section.  END_STATUTE

Sec. 2. Appropriation; collegiate women's wrestling program fund; exemption

A. The sum of $500,000 is appropriated from the state general fund in fiscal year 2023-2024 to the collegiate women's wrestling program fund established by section 15-1809.02, Arizona Revised Statutes, as added by this act.

B. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations.
