An Act
establishing the electric vehicle charging station pilot program.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Electric vehicle charging station pilot program; requirements; report; federal monies; conditional repeal; delayed repeal
A. The department of administration shall conduct a two-year electric vehicle charging station pilot program.
B. All state agencies may apply to the department for funding necessary to cover the costs of installing electric vehicle charging stations at their agency locations.
C. The department may allow a private entity to locate and operate a retail fee-based electric vehicle charging station at the legislature, at any state agency and on any property under the control of a state university that is under the jurisdiction of the Arizona board of regents.
D. The department may adopt policies and procedures to carry out the purposes of this pilot program.
E. On or before December 31, 2025, the department shall submit a report to the president of the senate, the speaker of the house of representatives and the governor detailing any revenues and costs resulting from installing and operating electric vehicle charging stations pursuant to this section. The report shall include an estimate of the volume of greenhouse gas emissions avoided by vehicles using the charging stations. The department shall provide a copy of this report to the secretary of state.
F. The department shall apply for and use applicable federal monies to fund the pilot program. This section is repealed if no federal monies are received by the department within eighteen months after the effective date of this section. The department shall notify in writing the director of the Arizona legislative council if federal monies are not received within eighteen months after the effective date of this act.
G. This section is repealed from and after September 30, 2026.
