SENATE AMENDMENTS TO H.B. 2131

Strike everything after the enacting clause and insert:
"Section 1. Title 37, chapter 2, article 4, Arizona Revised Statutes, is amended by adding section 37-292, to read:
37-292. Agricultural lessees; state lands; accepted practices; lease renewal
the director shall:
1. require AGRICULTURAL lessees of state lands to comply with generally accepted farming practices on state lands, including the use of FERTILIZERS and soil AMENDMENTS as prescribed by section 49-255.03 and rules adopted PURSUANT to that section.
2. ENTITLE AGRICULTURAL LESSEES of state lands that are presumed reasonable PURSUANT to section 3-112 to renew a lease unless the state lands are sold or leased to the highest and best bidder at public auction as prescribed by the ENABLING act."
