Page 1, line 7, after "members" insert "; census; state census fund"
Page 4, between lines 24 and 25, insert:
"(15) The state census fund is established. The independent redistricting commission, or other officer or body designated by the legislature to take the census required by this section, shall administer the fund. Monies in the fund are continuously appropriated for the purpose of conducting the census. The sum of $5,000,000 is transferred in each fiscal year from the citizens clean election fund established by 1998 Proposition 200 to the state census fund."
