providing for An Actuarial analysis; appropriating monies of the special employee health insurance trust fund.

Be it enacted by the Legislature of the State of Arizona:

Section 1. Actuarial analysis; special employee health insurance trust fund; school district employees; use of fund monies; report

A. The department of administration shall conduct an actuarial analysis of the impact that the addition of school district employees to the special employee health insurance trust fund established by section 38-654, Arizona Revised Statutes, will have on the state general fund and how other entities that already participate in the special employee health insurance trust fund may be impacted by the addition of school district employees in the special employee health insurance trust fund. The analysis shall focus on whether increasing the membership of the special employee health insurance trust fund will increase or decrease the likelihood that the fund will be actuarially sound in the future.  The analysis shall include both small and larger school districts and include both rural and urban school districts.

B. Any joint purchasing entity, nonprofit organization or trust prescribed by section 11-952.01, Arizona Revised Statutes, in which a school district participates shall provide the department of administration with any information requested by the department of administration for the purposes of this section.

C. Notwithstanding section 38-654, Arizona Revised Statutes, the department may use up to $500,000 of special employee health insurance trust fund monies to fund the cost of the study.

D. On or before July 1, 2025, the department of administration shall submit its report of the actuarial analysis to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.
