An Act

 

establishing the mixed-income housing study committee.

Be it enacted by the Legislature of the State of Arizona:

Section 1. Mixed-income housing study committee; membership; purpose; report; delayed repeal

A. The mixed-income housing study committee is established consisting of the following members:

1. Three members of the senate who are appointed by the president of the senate, not more than two of whom are members of the same political party. The president of the senate shall designate  one of these members to serve as cochairperson of the committee.

2. Three members of the house of representatives who are appointed by the speaker of the house of representatives, not more than two of whom are members of the same political party. The speaker of the house of representatives shall designate one of these members to serve as cochairperson of the committee.

3. The director of the Arizona department of housing or the director's designee.

4. The director of the department of economic security or the director's designee.

5. One person who represents a city or town government and who is appointed by the president of the senate.

6.||One person who represents a nonprofit organization that promotes housing opportunities and who is appointed by the speaker of the house of representatives.

7. One person who represents a county government for a county with a population of eight hundred thousand persons or more and who is appointed by the president of the senate.

8. One person who represents a county government from a county with a population of less than eight hundred thousand persons and in which a substantial amount of the housing and available property is rural in nature and who is appointed by the speaker of the house of representatives.

9. One person who is knowledgeable on issues relating to water for residential use and who is appointed by the president of the senate.

10. One person who has knowledge of or experience in developing mixed-income housing and who is appointed by the speaker of the house of representatives.

B. Appointed members serve at the pleasure of the person who made the appointment.

C. Committee members are not eligible to receive compensation, but are eligible for reimbursement of expenses pursuant to title 38, chapter 4, article 2, Arizona Revised Statutes.

D. The committee shall study and provide recommendations for increasing the development and use of mixed-income housing in this state.  The committee shall consider at least the following:

1. Determining appropriate locations and methods for developing mixed-income housing, including rental housing or nonrental housing or both.

2. Developing reasonable income ranges for the various combinations of mixed-income housing.

3. Identifying barriers to the current development of or conversion to mixed-income housing, and recommending options to overcome those barriers.

4. Identifying incentives for developing or converting mixed-income housing, including the redevelopment of government-owned properties or underused parcels.

E. On or before December 15, 2024, the committee shall submit a report regarding the committee's activities and recommendations for administrative, community or legislative action to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.

F. This section is repealed from and after November 30, 2025.
