A Concurrent Resolution
supporting the people and government of the state of texas in its efforts to secure our nation's southern border.

Whereas, the United States is a union of sovereign states. Hinderlider v. La Plata River & Cherry Creek Ditch Co., 304 U.S. 92, 104 (1938); and
Whereas, "before the adoption of the constitution of the United States" each state had the authority to "prevent [itself] from being burdened by an influx of persons." Mayor of New York v. Miln, 36 U.S. 102, 132-133 (1837); and
Whereas, the Constitution of the United States did not strip the states of this authority; and
Whereas, the Biden Administration has refused to enforce federal immigration law; and
Whereas, Article IV, section 4, United States Constitution, guarantees that the federal government "shall protect each [State] against Invasion"; and
Whereas, the Texas National Guard is performing the duty that President Joe Biden has intentionally deserted; and
Whereas, Article I, section 10, clause 3, United States Constitution, allows states to repel invasions; and
Whereas, nothing Texas has done in response to its border crisis conflicts with any federal immigration law; and
Whereas, illegal immigration affects all Americans, including the people of the State of Arizona.
Therefore
Be it resolved by the Senate of the State of Arizona, the House of Representatives concurring:
1. That the Legislature of the State of Arizona commits its unequivocal support to the people of Texas, the Texas National Guard, the Texas Department of Public Safety and all personnel acting pursuant to their lawful authority to secure our nation's southern border.
2. That the Legislature of the State of Arizona supports Texas Governor Greg Abbott in his fight for secure borders and is of the opinion that Arizona Governor Katie Hobbs should do the same.
3. That the Arizona State Legislature is of the opinion that President Joe Biden must fulfill his Article IV duty to repel the invasion America faces at its southern border.
