The bill would make changes to the duties and powers of the Arizona Board of Chiropractic Examiners and the Executive Director of the Board.
Estimated Impact
We estimate the bill would generate additional operating expenses for the board. These expenses would be paid from the Board of Chiropractic Examiners Fund.
The board estimates that the bill would generate costs of $16,000 annually for investigative costs, board meetings and legal expenses. The board also estimates a one-time cost of $5,000 for information technology expenses.
The $16,000 in ongoing costs to accommodate the new deadlines of 220 days for non-sexual misconduct and 180 days for sexual misconduct. The board believes that they will need to incorporate 4 extra meetings into its annual schedule. The $16,000 includes $6,000 for board meeting attendance and travel for the additional meetings. Board members receive $100 per working day, and travel expenses.
The other $10,000 would pay for legal expenses. The bill requires the Board's executive director to provide legal advice regarding their decisions, which will require more input from the Attorney General. The agency has an intergovernmental agreement with the Attorney General for legal work. The bill may increase the board's Attorney General's legal fees stemming from the higher frequency of board meetings.
The $5,000 in one-time costs reflects changes to the Board's licensing platform. The board may need to update their e-licensing software to: 1) incorporate a 90-day grace period prior to initiating an administrative suspension of a license and 2) changing a late fee. The board is charged $225 per hour for change requests by the e-licensing vendor and it may take upwards of 23 hours of work.
