Description

 

The bill would define virtual manufacturer in statute.  This is currently defined in the Arizona Board of Pharmacy's rules.  A virtual manufacturer is an entity that contracts for the manufacture of a drug or device for which the entity owns the rights.  The bill would change the requirements for some virtual manufacturers and the entities they contract with to produce medical devices.

 

Estimated Impact

 

We estimate that the bill would reduce permit revenue collected by the Board of Pharmacy, but we cannot determine the magnitude in advance.

 

The Board of Pharmacy estimates a reduction in revenues to their fund since virtual manufacturers of medical devices will no longer need the contracted manufacturer to have an Arizona permit. The Board does not have an estimate of how many permits will be affected by this provision.

 

Analysis

 

The cost of the initial permit or the renewal is $1,000.  The Board issued 719 initial or renewal manufacturer permits last year.
