The bill would allow the Arizona Medical Board (AMB) to grant provisional licenses to international medical licensees who would practice in medically underserved communities, given other specified qualifications and requirements. Provisional licensees would be required to renew their license annually, and the AMB would establish licensing and renewal fees for provisional licensees.
Estimated Impact
We estimate that the bill would increase AMB's operating costs and revenues. The magnitude would depend on the number of new provisional licenses, which we cannot predict in advance.
AMB estimates the bill would increase annual operating costs by $766 per application received. To the extent that the board collects additional licensing fees, current law requires 90% of that revenue to be deposited into the AMB Fund and 10% into the General Fund. We expect that fee revenues retained by AMB for provisional licenses would be sufficient to fund any increased administrative costs.
A.R.S. § 32-1403 establishes that the powers and duties of the board, which includes establishing fees for licensure renewals. Based on an estimation of the staff time spent by the AMB to process and review licensure and renewal applications, AMB estimates that the bill will cost $766 per application received. This estimate does not include any potential investigative costs that would be incurred by the AMB for processing complaints.
The bill does not establish the fee level for a provisional license. Additionally, the bill would exempt the AMB from statutory rulemaking requirements for a period of one year after the bill's effective date.
