Page 8, after line 27, insert:
"Sec. 3. Exemption from rulemaking
Notwithstanding any other law, for the purposes of this act, the Arizona Health Care Cost Containment System, the Arizona Board of Nursing and the Department of Health Services are exempt from the rulemaking requirements of title 41, chapters 6 and 6.1, Arizona Revised Statutes, for one year after the effective date of this act."
