Page 18, line 22, after "watering" insert "; definition"

Page 19, between lines 42 and 43, insert:

"14. The gray water will not CONTAMINATE groundwater.

15. The gray water use is CONSISTENT with ANY ADDITIONAL CONDITIONS as prescribed by the director. For the purposes of this PARAGRAPH, the director may adopt rules to protect both of the following:

(a) Public health and safety.

(b) groundwater from CONTAMINATION."

Page 20, line 2, after "Section" insert "AND ANY rules adopted pursuant to subsection E, PARAGRAPH 15 of this SECTION and IF subsection A of this section does not apply."

"4. The gray water use and composting TOILETS will not RESULT in the unlawful DISCHARGE of pollutants or sewage.

I. FOr the PURPOSES of this section The department shall RETAIN the same AUTHORITY to ENFORCE Subsection E of this section as it does to ENFORCE other uses of gray water.

j. for the purposes of this section, "RESIDENTIAL rural land" means PROPERTY that meets all of the following conditions:

1. Is not located in a COUNTY ISLAND as defined in section 11-251.12."

Page 29, after line 16, insert:

"Sec. 7. Legislative intent

The legislature intends that rules adopted pursuant to section 49-204, subsection E, paragraph 15, Arizona Revised Statutes, as added by this act, meet all of the following conditions:

1. Impose the least burden and costs to persons regulated by the rule, including paperwork and other compliance costs, necessary to achieve the underlying regulatory objective.

2. Are necessary to protect public health and safety.

3. Are adopted as prescribed by title 41, chapter 6, Arizona Revised Statutes.

4. Are consistent with the laws of this state, legislative intent and the department of environmental quality's statutory authority."
