"3. Not have a financial relationship with a defensive driving school that provides services in this state.

4. Not direct, favor, support, endorse or otherwise induce an individual to attend a specific defensive driving school.

Sec. 3. Legislative intent

The legislature intends:

1. That the administrative office of the courts allow an individual to make court diversion fee payments prescribed in section 28-3396, Arizona Revised Statutes, as amended by this act, and defensive driving school fund fees and fees for a defensive driving school course prescribed in section 28-3397, Arizona Revised Statutes, as amended by this act, over time and attend defensive driving school when all fees are paid.

2. That the fee payments described in paragraph 1 of this section be accomplished free of charge or as close to free of charge as possible to the individual in a manner that is similar to other payment plans that the administrative office of the courts allows before the effective date of this act."
