Overview

Appropriates $400,000 from the Victim Compensation and Assistance Fund in FY 2025 to the Address Confidentiality Program Fund (Fund).

History

The Address Confidentiality Program is administered by the Secretary of State and maintains the confidentiality of the actual address of a relocated victim of domestic violence, stalking or a sexual offense. The Address Confidentiality Program provides a substitute address and mail is forwarded by the Secretary of State to the real address (A.R.S. § 41-162).

The Fund consists of a $50 criminal assessment on individuals convicted of domestic violence, stalking or a sexual offense (A.R.S. §§ 12-116.05, 41-169). In the past, the Secretary of State has also received federal Victim of Crimes Act, or VOCA, funding for the Address Confidentiality Program. The FY 2024 General Appropriations Act also included a one-time appropriation of $250,000 from the GF for this purpose (Laws 2023, Ch. 133).
