SB 1672: military affairs commission; membership; appropriation

Overview
Changes the membership and adds to the duties of the Military Affairs Commission (MAC). Modifies the administration of the Military Installation Fund (Fund) administered by the Department of Emergency and Military Affairs (DEMA).
History
MAC is established to provide advice and make recommendations on matters affecting the operational viability of Arizona's military facilities. Its membership consists of 16 voting members: 14 appointed by the Governor and 2 appointed by the Legislature. Various members are required to have expertise in military affairs, be local elected officials from communities hosting military installations or be representatives of private property interests. MAC is tasked with discussing military issues, recommending actions to sustain and enhance military operations and facilities and recommending to DEMA how monies in the Fund should be awarded to support these objectives (A.R.S. § 26-261).
The Fund consists of monies that are continuously appropriated to award grants for the acquisition, renovation, and management of private property, real estate and related infrastructure vital to the preservation or enhancement of a military installation. MAC must review each application for Fund monies and recommend each applicant that should be awarded monies from the Fund and the dollar amount that each applicant should be awarded (A.R.S. § 26-262).
Provisions
1. Outlines new qualifications for the 16 voting members that constitute MAC; all members are to be appointed by the Governor. (Sec. 1)
2. Increases from four to six, and modifies qualifications for, the nonvoting advisory members of MAC. (Sec. 1)
3. Instructs MAC to provide recommendations on industries related to defense when meeting with the Executive and Legislature to provide recommendations. (Sec. 1)
4. Requires MAC to recommend to the Arizona Finance Authority and the Industrial Development Authority, military-related projects in Arizona that require funding and:
a) Enhance the military value of area military installations and defense facilities;
b) Provide assistance to communities that are negatively impacted by base realignments or closure or by loss of a mission for an economic development project;
c) Provide assistance to communities that are positively impacted by base realignments or closure for an infrastructure project; and
d) Supplement the community economic redevelopment value of a closed military installation or defense facility. (Sec. 1)
5. Directs MAC to submit a biennial report to specified members of the executive and legislative branches with specified information on economic impacts, assessments of military installations and strategies for retaining and attracting missions and defense-related businesses. (Sec. 1)
6. Mandates state agencies cooperate with MAC in its preparing of the biennial report and in supporting military installation commanders with evaluations of their instillations. (Sec. 1)
7. Requires DEMA, in conjuction with MAC, to adopt procedures for the acquisition of property. (Sec. 2)
8. Directs MAC to review every acquisition proposal and make recommendations to DEMA on the acquisition of real property, property rights and related infrastructure vital to preserve or enhance military installations. (Sec. 2)
9. Increases the yearly appropriation of funds and FTE appropriations to DEMA from the General Fund from $90,000 to $200,000 and one FTE position to two FTE positions starting in FY 2025 and in each fiscal year thereafter. (Sec. 3)
10. Appropriates $100,000 from the General Fund to the Fund in FY 2025 and in each year thereafter to preserve or enhance military missions and installments in Arizona and to complete MAC's biennial report. (Sec. 3)
11. Permits anyone serving as a member of MAC on the general effective date to continue to serve until their normal expiration of term. (Sec. 4)
12. Makes technical and conforming changes. (Sec. 1, 2, 3)
