Overview
Establishes the Antihuman Trafficking Grant Fund (Fund) to distribute monies to programs that reduce human trafficking in Arizona and appropriates $10,000,000 to the Fund.
History
The Governor's Office of Youth, Faith and Family (GOYFF) is a cabinet-level agency that administers Arizona's AmeriCorps program along with state and federal grant programs regarding workforce development, substance abuse prevention, human trafficking, sexual and domestic violence, juvenile justice, aging and child well-being (GOYFF, About GOYFF).
The Department of Emergency and Military Affairs Anti-Human Trafficking Grant Fund (DEMA Fund) distributes monies for programs to reduce human trafficking in Arizona. To qualify for grant monies, an anti-human trafficking program must either assist law enforcement agencies with services and analysis or offer victim services and training on preventing and identifying human trafficking. The DEMA Fund received a one-time appropriation of $10,000,000 in FY 2023 (FY 2025 Baseline Book, DEMA; A.R.S. § 26-106).
The Arizona Department of Homeland Security Anti-human Trafficking Grant Fund (AZDOHS Fund) distributes monies for programs to reduce human trafficking in Arizona. To qualify for grant monies, an antihuman trafficking program must either assist law enforcement agencies with services and analysis or offer victim services and training on preventing and identifying human trafficking. The AZDOHS Fund received a one-time appropriation of $10,000,000 in FY 2024 (FY 2025 Baseline Book, AZDOHS; Laws 2023, Chapter 137, Sec. 5).
Provisions
1. Establishes the Fund, consisting of continuously appropriated monies, to be administered by GOYFF. (Sec. 1)
2. Instructs GOYFF to distribute Fund monies to programs that reduce human trafficking in Arizona. (Sec. 1)
3. Requires an antihuman trafficking program, to qualify for fund monies, to either:
a) work to reduce human trafficking by providing assistance and analytical services to law enforcement agencies; or
b) provide:
i) services to victims; and
ii) training to prevent and identify human trafficking to law enforcement agencies, prosecutorial agencies and the public. (Sec. 1)
4. Appropriates $10,000,000 from the state General Fund in FY 2024 to the Fund. (Sec. 2)
5. Stipulates that the Legislature intends this appropriation to be ongoing. (Sec. 2)
6. Exempts the appropriation to the Fund from lapsing. (Sec. 2)
7. Allocates $500,000 of the Fund's monies for administration. (Sec. 2)
8. Allocates $9,500,000 of the Fund's monies to be awarded as grants to municipal and county law enforcement agencies to reduce human trafficking. (Sec. 2)
9. Limits grants to law enforcement agencies to $500,000 per agency. (Sec. 2)
