Overview

Subject to voter approval, amends the Constitution to continue the prior fiscal year's general appropriation act if no general appropriation bill is enacted by the start of the new fiscal year.

History

The Arizona Constitution specifies that the general appropriation bill may only contain appropriations for state departments, state institutions, public schools and interest on the public debt. All other appropriations must be made by separate, single-subject bills (Ariz. Const., Article IV, Part 2, § 20).

The Joint Legislative Budget Committee (JLBC) is a statutory committee comprised of eight members from both the House of Representatives and from the Senate. JLBC meets as often as necessary and a majority of the 16 members constitutes a quorum (A.R.S. § 41-1271). JLBC makes revenue and expenditure recommendations to the Legislature and may meet both during legislative session and outside of legislative session (A.R.S. § 41-1272).
