Purpose
Increases the compensation maximum for directors of a sanitary district (directors) from $150 per month to $336 per month and allows the compensation maximum to be periodically adjusted.
Background
A sanitary district is a corporate body with the powers, privileges and immunities generally granted to municipal corporations by the Arizona Constitution and laws of Arizona and may be formed only for the purposes of regulating, purchasing, establishing, constructing and operating: 1) a sewerage system; 2) sewage sludge; 3) by-product processing and disposal system; or 4) a garbage disposal and treatment system. A sanitary district may not include territory located within an incorporated city or town or an urbanized area (A.R.S § 48-2001).
The Consumer Price Index (CPI) is a measure of the average change over time in the prices paid by urban consumers for goods and services that are consistently purchased and sold. Prices for the goods and services used to calculate the CPI are collected in 75 urban areas throughout the country from about 23,000 retail and service establishments and about 50,000 landlords or tenants (U.S. Bureau of Labor Statistics).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Increases the compensation maximum from $150 per month to $336 per month for directors.
2. Allows the board of directors of a sanitary district to adjust the amount paid to the directors, beginning in 2029 and every five years thereafter, based on the increase or decrease in the CPI as published by the U.S. Department of Labor, Bureau of Labor Statistics.
3. Makes technical changes.
4. Becomes effective on the general effective date.
