As passed by the Senate, S.B. 1053 allowed the President of the Senate and the Speaker of the House of Representatives to appoint a Joint Legislative Committee on Metal Theft.

The House of Representatives adopted a strike-everything amendment that does the following:

Purpose

Establishes the Arizona-Ireland Trade Commission (Commission) and outlines Commission membership, duties and reporting requirements.

Background

The Arizona Commerce Authority (ACA) is charged with providing private sector leadership to grow and diversify the economy of Arizona by creating high quality employment through expansion, attraction and retention of businesses and markets in Arizona. The ACA is governed by a public-private board that employs a chief executive officer who is responsible for managing, executing, administering and supervising the activities of the ACA. The duties of the ACA include establishing and supervising the operations of full-time or part-time offices in other states and foreign countries for the purpose of expanding direct investment and export trade opportunities for businesses and industries in Arizona. The ACA currently operates trade offices in Mexico, Israel, Europe, Taiwan and the Republic of Korea (A.R.S. §§ 41-1502; 41-1503; and 41-1504; ACA).

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.   Establishes the Commission within the ACA consisting of the following:

a)   four members, two appointed by the Speaker of the House of Representatives and two appointed by the President of the Senate, who have knowledge of or involvement in organizations that promote Irish affairs or who have interest in the well-being of trade relations between Arizona and Ireland; and

b)   five members appointed by the Governor, including:

  i. at least one member from a public institution of higher education;

  ii. the CEO of the ACA or the CEO's designee; and

  iii. at least two members of the public who are from different political parties and who represent Irish-American communities or interests in Arizona.

2.   Requires Commission appointments to be made by December 31, 2024, and specifies that Commission members serve four-year terms and vacancies must be filled in the same manner as the initial appointment.

3.   Authorizes Commission members to receive compensation and reimbursement of expenses.

4.   Authorizes the Commission to accept gifts, grants, donations, monies from fundraising activities, bequests and other forms of voluntary contributions to carry out the Commission's purposes.

5.   Requires the Commission to:

a)   annually elect a chairperson and vice chairperson from Commission members;

b)   meet at least annually and at the call of the chairperson;

c)   advance bilateral trade and investment between Arizona and Ireland;

d)   initiate joint action on policy issues of mutual interest between Arizona and Ireland;

e)   promote business and academic exchanges between Arizona and Ireland;

f) encourage mutual economic support between Arizona and Ireland

g)   encourage investment in the infrastructure of Arizona and Ireland; and

h)   submit an annual report, by December 31, 2025, and each year thereafter, containing the Commission's findings, results and recommendations to the Governor, President of the Senate, Speaker of the House of Representatives and provide a copy to the Secretary of State.

6.   Becomes effective on the general effective date.
