Purpose
Continues the Arizona Cotton Research and Protection Council (ACRPC) for eight years.
Background
The ACRPC was established in 1984 to provide funding for research regarding boll weevil and other cotton pest eradication programs. The ACRPC consists of nine Arizona cotton producers from various counties who are appointed by the Governor and serve three-year terms. Arizona cotton producers are assessed a fee for each bale of cotton grown in Arizona. These funds, in addition to federal grant programs, are used to fund the activities of the ACRPC. The ACRPC does not receive state general funds (A.R.S. Title 3, Chapter 10).
The Senate Natural Resources, Energy and Water and the House of Representatives Land, Agriculture and Rural Affairs Committee of Reference (COR) held a public meeting on Thursday, January 11, 2024, to review and consider the ACRPC's responses to the sunset factors. The COR recommended that the Legislature continue the ACRPC for eight years. The ACRPC terminates on July 1, 2024, unless continued by the Legislature (A.R.S. § 41-3024.07).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Continues, retroactive to July 1, 2024, the ACRPC until July 1, 2032.
2. Repeals the ACRPC on January 1, 2033.
3. Contains a statement of legislative intent.
4. Becomes effective on the general effective date, with a retroactive provision as noted.
