AMENDED
collegiate plates; community college enrollment
Purpose
Reduces, from 50,000 to 500, the minimum full-time equivalent (FTE) student enrollment for a community college district (CCD) that must establish a CCD collegiate special plate fund and pay $32,000 for the implementation of a collegiate special plate.
Background
A CCD with an FTE student enrollment of more than 50,000 students must establish a CCD collegiate special plate fund consisting of monies received from special plate donations. The CCD must administer the CCD collegiate special plate fund and fund monies must be used for academic scholarships (A.R.S. § 15-1447). The Arizona Department of Transportation (ADOT) must issue collegiate special plates that identify each participating university or CCD and transmit the annual donations to the: 1) Arizona Board of Regents for placement in the appropriate university collegiate special plate fund; or 2) CCD collegiate special plate fund (A.R.S. § 28-2412).
A CCD is a political subdivision of the state and has an FTE student enrollment of more than 50,000 students. An FTE student is student enrollment for 15 community college credit units per semester (A.R.S. § 15-1401).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Reduces, from more than 50,000 to more than 500, the FTE student enrollment of a CCD that must establish a CCD collegiate special plate fund.
2. Allows ADOT, beginning on the general effective date, to issue a collegiate special plate for a CCD only if a person pays $32,000 to ADOT for the implementation of a collegiate special plate for that CCD.
3. Requires the person that pays the $32,000 implementation fee to design the collegiate special plate for the CCD.
4. Subjects the design and color of the collegiate special plate to the approval of ADOT.
5. Modifies the definition of CCD to include an FTE student enrollment of more than 500 students, rather than 50,000 students.
6. Makes technical and conforming changes.
7. Becomes effective on the general effective date.
Amendments Adopted by the House of Representatives
1. Reduces the minimum FTE student enrollment from 9,000 students to 500 students for a CCD that must establish a collegiate special plate fund.
2. Requires a person to pay an implementation fee to ADOT.
3. Requires the person that pays the fee to design the collegiate special plate for the CCD, subject to ADOT's approval.
4. Makes conforming changes.
