public universities; posting requirements
Purpose
Requires each academic unit to prominently post on the academic unit's website outlined information relating to each academic unit and course offered by the academic unit.
Background
The Arizona Board of Regents (ABOR) are responsible for maintaining Northern Arizona University, Arizona State University and the University of Arizona. The universities must have colleges, schools and departments and give courses of study and academic degrees as ABOR approves. ABOR must establish curricula and designate courses at the several institutions that in its judgment will best serve the interests of Arizona and must also award degrees and diplomas on the completion of such courses and curriculum requirements as ABOR deems appropriate (A.R.S. §§ 15-1601 and 15-1626).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires each academic unit to prominently post the following information on the academic unit's website before classes for the term begin:
a) for each outlined course offered by the academic unit:
i. the title of the course;
ii. the current course syllabus; and
iii. the name of the primary instructor for the course, including either the instructor's curriculum vitae or the instructor's resume and a complete list of the instructor's published work; and
b) for each academic unit, the following information for the current term on the home page of the academic unit's website:
i. the syllabus for each course that is offered by the academic unit;
ii. the number of students who are enrolled in one or more courses that are offered by the academic unit;
iii. for each instructor, the number of students who are enrolled in one or more courses that are offered by the academic unit for which that instructor is the primary instructor;
iv. the number of students who are enrolled in one or more degree programs that are offered by the academic unit, disaggregated by degree program;
v. meeting minutes or other records of each session of a faculty meeting, excluding records of personnel matters; and
vi. any announcements made for or by the academic unit's faculty members or administrators relating to the academic unit's official business.
2. Requires ABOR to establish policies and procedures to enforce the outlined requirements relating to the posting of information on the academic unit's website.
3. Defines academic unit as a college, school or department operated by a university under the jurisdiction of the ABOR.
4. Becomes effective on the general effective date.
