AMENDED
apprenticeship programs; completion; ROC filings
Purpose
Allows an apprenticeship program sponsor or the recipient of a certificate of completion to submit the certificate and other prescribed documentation to the Registrar of Contractors (ROC) after the apprentice completes a qualifying apprenticeship program in a construction trade.
Background
The ROC licenses and regulates residential and commercial contractors in Arizona. The Registrar’s mission is to promote quality construction by Arizona contractors through a licensing and regulatory system designed to protect the health, safety and welfare of the public. The ROC maintains a public database that includes: 1) all active licensed contractors; 2) pending license applications; 3) newly issued licenses; and 4) a list of disciplinary actions taken against licensed contractors (ROC).
The Department of Economic Security's (DES's) Apprenticeship Advisory Committee reviews and recommends quality apprenticeship programs for skilled and specialty workers in Arizona. Currently, there are over 40 DES-approved apprenticeship programs (DES).
The U.S. Department of Labor's (DOL's) Office of Apprenticeship oversees the National Registered Apprenticeship System, which connects employers, industry associations, labor and education providers, state apprenticeship agencies and other registered apprenticeship providers to promote and provide access to high-quality, DOL-approved apprenticeships (DOL).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Allows an apprenticeship program sponsor or apprenticeship participant to file, in a manner prescribed by the ROC, a certificate of completion and any related updates to the certificate, including documentation of completed continuing education courses, with the ROC following completion of a DOL-approved or DES-approved apprenticeship program in a construction trade.
2. Requires the ROC to maintain the documents for ten years.
3. Becomes effective on the general effective date.
Amendments Adopted by Committee
1. Allows, rather than requires, an apprenticeship program sponsor to submit specified documentation to the ROC.
2. Allows the recipient of a certificate of completion to submit the certificate and related documentation to the ROC.
