FACT SHEET FOR H.B. 2166

 

statewide voter registration database; costs

Purpose

Renames the County Contributions to the Voter Registration System Fund as the State Contribution to the Voter Registration System Fund and requires monies to be allocated by the Secretary of State (SOS), rather than the counties.

Background

Arizona operates a statewide database of voter registration information called the Access Voter Information Database (AVID) that is developed and administered on a statewide basis by the SOS. The AVID system contains the name and registration information of every registered voter in Arizona. The County Contributions to the Voter Registration System Fund consists of monies transferred from counties to the SOS pursuant to an agreement between a county and the SOS for developing and administering AVID (A.R.S. §§ 16-168.01 and 16-168; EPM Ch. 1 (IV)(A)).

The FY 2025 Joint Legislative Budget Committee Baseline includes $483,500 from the Elections Systems Improvement Fund for AVID (JLBC Baseline).

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.   Renames the County Contributions to the Voter Registration System Fund as the State Contribution to the Voter Registration System Fund.

2.   Specifies that the State Contribution to the Voter Registration System Fund consists of monies allocated by the SOS, rather than monies transferred from the counties to the SOS, for the administration of AVID.

3.   Conditions the enactment of this legislation on the enactment of H.B. 2590, Fifty-Sixth Legislature, Second Regular Session.

4.   Becomes effective on the general effective date or later, subject to the provisions of the conditional enactment.
