FACT SHEET FOR H.B. 2248

 

prisoners; services budget; postsecondary education

Purpose

Adds postsecondary employment education programs to the list of education programs for which appropriated and expended monies must be identified in the Arizona Department of Corrections Rehabilitation and Reentry's (ADCRR's) prisoner education services budget.

Background

Current statute requires the Director of ADCRR (Director) to establish and maintain a dedicated prisoner education services budget for each state prison to identify the monies appropriated to ADCRR and expended for the following education programs: 1) the statutorily outlined functional literacy program; 2) adult basic education; 3) general equivalency diploma preparation; and 4) vocational and technical education. The Director must determine the amount of the education services budget monies that are allocated for education programs dedicated to prisoners incarcerated in a special management unit. The Director is prohibited from spending the education services budget monies for education programs dedicated to prisoners who are sentenced to death or life imprisonment or who are classified as maximum custody (A.R.S. § 31-240).

The Joint Legislative Budget Committee fiscal note estimates that H.B. 2248 would have no fiscal impact to the state General Fund (JLBC Fiscal Note).

Provisions

1.   Adds, to the list of education programs for which appropriated and expended monies must be identified in ADCRR's prisoner education services budget, postsecondary education for employment in any of the following industries:

a)   information technology;

b)   transportation and warehousing;

c)   construction;

d)   health care and social assistance;

e)   manufacturing;

f) finance and insurance; and

g)   retail trade.

2.   Becomes effective on the general effective date.
