Buffalo Soldiers Arizona territory monument
Purpose
Prescribes a name for the memorial dedicated to the commemoration of Buffalo Soldiers.
Background
In 2018, the Legislature enacted authority for the placement in the governmental mall of a memorial dedicated to the commemoration of Buffalo Soldiers (Laws 2018, Ch. 146).
Statute stipulates that a monument or memorial recognizing or honoring a person, group, entity or event may be located in the governmental mall only if a prior legislative act authorizes the monument or memorial. After legislative authorization, the proponents of the monument or memorial must submit a concept to the Legislative Council. The Legislative Council must review the concept and determine the appropriate location for the monument or memorial within the governmental mall and must approve the concept with input from the Historical Advisory Commission. The proponents must raise the dollar amount required for deposit in the State Monument and Memorial Repair Fund specified by the Legislative Council prior to the start of construction of the monument or memorial. Statute stipulates that all fundraising and the establishment and administration of a fund for deposit of monies and contracts for artistic design and construction of the monument or memorial are the sole responsibility of the proponents (A.R.S. § 41-1363).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires the memorial dedicated to the commemoration of Buffalo Soldiers to be known as the Buffalo Soldiers Arizona Territory Monument.
2. Makes technical changes.
3. Becomes effective on the general effective date.
