FACT SHEET FOR H.B. 2373

 

instructional time model; posting requirement

Purpose

Requires the Arizona Department of Education (ADE) to post all adopted instructional time models (ITMs) on its website.

Background

A school district governing board or charter school governing body may adopt any ITM as prescribed to meet the minimum annual instructional time and instructional hour requirements prescribed for determining average daily membership, daily attendance and student count. A student must receive the minimum instructional time or instructional hours required for the full school year in any day, week and course length increments adopted by the school district governing board or charter school governing body.

A school must align its attendance policies to reflect the instructional time and instructional hours policies prescribed under the adopted ITM and may deliver the annual required instructional time or instructional hours through any combination of: 1) direct instruction; 2) project-based learning; 3) independent learning; and 4) mastery-based learning. A school may define instructional time and instructional hours to include a combination of in-person and remote instruction, except that a school may only provide up to 40 percent of its instructional time in a remote setting without any impact to the school's funding. ADE must, if a school provides remote instruction above the 40 percent threshold, fund the instructional time exceeding the threshold at 95 percent of the Base Support Level that would otherwise be calculated (A.R.S. § 15-901.08).

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.   Requires ADE to post on its website all adopted ITMs, including the impact to the school's funding, if any, for each ITM.

2.   Makes technical and conforming changes.

3.   Becomes effective on the general effective date.
