record services fund; appropriation
Purpose
Appropriates $450,000 from the Records Services Fund (Fund) in FY 2025 to the Secretary of State (SOS) for the implementation of the Trusted Electronic Records Repository Program (Program).
Background
The Fund is administered by the Director of the State Library for the purpose of preserving and managing records. Fund monies consist of fees charged to state agencies, political subdivisions and other governmental units for the records management program (A.R.S. § 41-151.12). The Fund has an estimated FY 2024 year-end balance of $846,000 (JLBC).
The State Library must establish, operate and maintain a trusted electronic records repository to keep, preserve, secure and make available the electronic and digitized records of the state archives and documents program and of any documents and public records received (A.R.S. § 41-151.15).
There is no anticipated fiscal impact to the state General fund associated with this legislation.
Provisions
1. Appropriates $450,000 from the Fund in FY 2025 to the SOS for the implementation of the Program and to secure additional shelving for any incoming paper records.
2. Exempts the appropriation from lapsing.
3. Becomes effective on the general effective date.
