An Act

 

establishing the holocaust education study committee.

Be it enacted by the Legislature of the State of Arizona:

Section 1. Holocaust education study committee; membership; duties; report; delayed repeal

A. The Holocaust education study committee is established consisting of the following members:

1. Three members of the senate who are appointed by the president of the senate, not more than two of whom are members of the same political party.  The president of the senate shall designate one of these members to serve as cochairperson of the committee.

2. Three members of the house of representatives who are appointed by the speaker of the house of representatives, not more than two of whom are members of the same political party. The speaker of the house of representatives shall designate one of these members to serve as cochairperson of the committee.

3. The superintendent of public instruction or the superintendent's designee.

4. Two members of the state board of education who are appointed by the president of the senate.

5. One public schoolteacher who is appointed by the speaker of the house of representatives.

6. One faculty member from a university under the jurisdiction of the Arizona board of regents who is appointed by the speaker of the house of representatives.

7. Three public members who have expertise in the Holocaust and who are appointed by the governor.

B. Appointed members serve at the pleasure of the person who made the appointment.

C. Committee members are not eligible to receive compensation, but members appointed pursuant to subsection A, paragraphs 5, 6 and 7 of this section are eligible for reimbursement of expenses under title 38, chapter 4, article 2, Arizona Revised Statutes. 

D. The committee shall:

1. Review the course of study and competency requirements that include a requirement that students be taught about the Holocaust pursuant to section 15-701.02, Arizona Revised Statutes.

2. Study how teacher lessons and trainings in public schools regarding the Holocaust can be improved.

3. Study how the universities under the jurisdiction of the Arizona board of regents can incorporate teachings of the Holocaust into courses and campus engagements.

4. Explore how public schools and universities can facilitate speaking engagements by survivors, their families and liberators for students.

5. On or before December 15, 2024, submit a report regarding the committee's activities and recommendations for legislative action to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.

E. This section is repealed from and after September 30, 2025.
