An Act

 

appropriating monies to the department of public safety.

Be it enacted by the Legislature of the State of Arizona:

Section 1. Appropriation; department of public safety; law enforcement; child care; exemption

A. The sum of $16,000,000 is appropriated from the federal child care and development fund block grant in fiscal year 2024-2025 to the department of public safety for the solicitation and award of customized child care grants to benefit law enforcement agencies and law enforcement officers.

B. The department shall award grants pursuant to title 41, chapter 24, Arizona Revised Statutes, to law enforcement agencies and nonprofit agencies that support law enforcement agencies located in a county with a population of more than three million persons for the following purposes:

1. Constructing child care facilities for children of law enforcement officers.

2. Making tenant improvements to child care facilities for children of law enforcement officers.

3. Maintaining and operating customized child care programs for children of law enforcement officers.

C. The department shall prioritize the following factors when making the grant awards:

1. The extent to which a grant award may assist a law enforcement agency in recruiting and retaining qualified law enforcement officers to address a workforce shortage.

2. The extent to which a grant award may improve law enforcement officer wellness.

3. The extent to which a grant award may improve relationships between a law enforcement agency and impacted communities.

D. The department may distribute grant award monies appropriated by this section to a nonprofit agency that supports law enforcement agencies only if the nonprofit agency demonstrates to the department that the nonprofit agency has a commitment for at least fifty percent matching monies of gifts, grants and donations for the purposes prescribed in subsection B of this section from sources other than this state.

E. The department shall audit on a quarterly basis each law enforcement agency and nonprofit agency that supports law enforcement agencies that are awarded a grant pursuant to this section to ensure that grant monies are used only for the purposes prescribed by this section.

F. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations until June 30, 2027.
