An Act
amending title 41, chapter 1, article 1, Arizona Revised Statutes, by adding section 41-116; appropriating monies; relating to the governor's office of youth, faith and family.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 41, chapter 1, article 1, Arizona Revised Statutes, is amended by adding section 41-116, to read:
41-116. Antihuman trafficking grant fund; program eligibility
The Antihuman trafficking grant FUND is established consisting of monies appropriated by the legislature. Monies in the fund are continuously appropriated. The governor's office of youth, faith and family shall administer the fund and DISTRIBUTE MONIES from the fund to programs to reduce human trafficking in this state. To be eligible for grant monies, an antihuman trafficking program must do either of the following:
1. Work to reduce human trafficking by providing assistance and analytical services to law enforcement agencies.
2. Provide services to victims and training to law enforcement agencies, prosecutorial agencies and the public on preventing and identifying human trafficking.
Sec. 2. Appropriation; antihuman trafficking grant fund; intent; exemption
A. The sum of $10,000,000 is appropriated from the state general fund in fiscal year 2024-2025 to the antihuman trafficking grant fund established by section 41-116, Arizona Revised Statutes, as added by this act.
B. The governor's office of youth, faith and family shall allocate the monies as follows:
1. $500,000 to administer the antihuman trafficking grant fund established by section 41-116, Arizona Revised Statutes, as added by this act.
2. $9,500,000 in award grants to municipal and county law enforcement agencies, not to exceed $500,000 per agency, for programs that reduce human trafficking and that comply with the requirements prescribed in section 41-116, Arizona Revised Statutes, as added by this act.
C. The legislature intends that the appropriation made in subsection A of this section be considered ongoing funding in future years.
D. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations.
