A Concurrent Resolution
proposing an amendment to the Constitution of Arizona; amending article VII, section 11, Constitution of Arizona; relating to election dates.

Be it resolved by the Senate of the State of Arizona, the House of Representatives concurring:
1. Short title
This act may be cited as the "Voter Participation and Uniform Elections Act."
2. Findings
A. The people of Arizona find and declare as follows:
1. Uniform elections lower the barriers to ballot access, allow more Arizona voters the opportunity to exercise their right to vote and increase voter participation and turnout.
2. Uniform elections reduce the costs of holding elections.
3. The ability to pass uniform election laws in this state has been frustrated by the court decision in Strode v. Sullivan, 72 Ariz. 360 (1951), and subsequent court decisions holding that charter city elections are not governed by the general laws of this state.
B. Wherefore, based on these findings, the people of Arizona enact the Voter Participation and Uniform Elections Act to decrease election costs, increase voter participation in local elections, enhance election integrity and overrule court decisions to the extent that they are inconsistent with this act.
3. Article VII, section 11, Constitution of Arizona, is proposed to be amended as follows if approved by the voters and on proclamation of the Governor:
General election and local election dates; legislative regulation of local elections
11.Section 11. A. There shall be a general election of representatives in congress, and of state, county, city, town, school district and precinct officers on the first Tuesday after the first Monday in November of the first even numbered year after the year in which Arizona is admitted to statehood and biennially thereafter.
B. The legislature shall prescribe uniform dates and procedures for county, city and town elections, including charter city and county elections.
4. The Secretary of State shall submit this proposition to the voters at the next general election as provided by article XXI, Constitution of Arizona.
