A Concurrent Resolution

 

proposing an amendment to the Constitution of Arizona; amending article IV, part 2, section 3, Constitution of Arizona; relating to sessions of the legislature.

Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:

1. Article IV, part 2, section 3, Constitution of Arizona, is proposed to be amended as follows if approved by the voters and on proclamation of the Governor:

CONST3. Sessions of legislature; special sessions; limitation of subjects for consideration

Section 3. A. The sessions of the legislature shall be held annually at the capitol of the state and shall commence on the second Monday of January of each year. During the regular session of the legislature in even-numbered years, the legislature may only enact laws that:

1. Repeal other laws or repeal administrative rules.

2. are emergency measures, are measures for the support and maintenance of state government or are state budget reconciliation bills.

B. The governor may call a special session, whenever in his the governor's judgment it is advisable. In calling a special session, the governor shall specify the subjects to be considered, and at such special session no laws shall be enacted except such as relate to the subjects mentioned in the call. CONST

2. The Secretary of State shall submit this proposition to the voters at the next general election as provided by article XXI, Constitution of Arizona.
