(TEXT OF BILL BEGINS ON NEXT PAGE)
Whereas, the Yuma growing area has excellent soils and an exceptional climate for agricultural production; and
Whereas, the Yuma growing area has access to a skilled agricultural labor pool; and
Whereas, the Yuma growing area has Priority 1 and Priority 3 rights to Colorado River water; and
Whereas, as a result of these factors, the Yuma growing area produces or ships 90% of the leafy green vegetables consumed in North America from November to March; and
Whereas, over 100 different crops are produced in the Yuma growing area; and
Whereas, Yuma agriculture contributes $4.2 billion to this state's economy; and
Whereas, due to highly efficient irrigation practices, Yuma agriculture produces the most crop per drop of water of any irrigated area in the Colorado River basin; and
Whereas, the combination of these conditions makes Yuma agriculture unique in the world and impossible to duplicate or replace; and
Whereas, food security is a matter of national security.
Therefore
Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:
That it is the intent of the Legislature to protect and preserve Yuma agriculture and the Yuma area's rights to Colorado River water.
