Description

 

The bill sets requirements for public power entities to submit biennial wildfire mitigation plans to their respective governing bodies and sets requirements for electric utilities to submit biennial wildfire mitigation plans to the Corporation Commission for approval.  Electric utilities governed by elected boards would submit plans to the Corporation Commission only if ordered by the elected board.

 

Estimated Impact

 

We estimate the bill would increase costs to the Corporation Commission for reviewing and approving electric utility wildfire mitigation plans that are not submitted to elected boards.  The Corporation Commission estimates costs of $116,000 and 1 FTE Position.  We expect these costs would be paid by existing fees collected by the Commission.

 

Analysis

 

The bill requires the Corporation Commission to review wildfire mitigation plans submitted by electric utilities to ensure that the plan complies with the bill's provisions, is reasonable, and is in the public interest.  The bill allows the Commission to request additional information or a plan modification within 120 days of receipt.  If no additional information is requested within 120 days, the plan would be deemed administratively approved.
