The bill would require the state to provide a group life insurance program for all officers and enlisted personnel of the Arizona National Guard with a life insurance benefit of $10,000.
Estimated Impact
Based on life insurance rates currently available to National Guardsmen, we estimate that this bill would have an annual cost of $333,800 from the General Fund, beginning in FY 2026.
We understand that DEMA would be able to obtain coverage for a $10,000 group life insurance policy at a monthly rate of $3.66 per National Guardsman. DEMA reports the total number of National Guard Soldiers and Airmen eligible for the proposed group life insurance program is 7,600. Under these assumptions, we estimate an annual cost of $333,800 to the state, beginning in FY 2026.
