Description

 

SB 1015 would prohibit cities and counties from levying taxes or fees on a person or entity running blockchain technology in a residence. The prohibition would not apply to any taxes on utilities used in the operation of blockchain technology. Blockchain is a decentralized digital ledger that securely stores records across a network of computers. The bill has a general effective date.

 

Estimated Impact

 

We anticipate the bill will have no state fiscal impact.

 

We also anticipate that the bill will have no impact on cities and counties as none of these entities currently levy a tax or fee prohibited by SB 1015.

 

We have asked the League of Arizona Cities and Towns and the Arizona Association of Counties for their perspective on the fiscal impact of the bill. The League of Cities and Towns does not expect the bill to affect city tax revenues, and the Arizona Association of Counties does not have an estimate of the bill's impact.
