The bill would create new definitions for various electric-powered aircraft technologies and would require the Arizona Department of Transportation (ADOT), in consultation with the outlined stakeholders, to develop or update a statewide aviation plan to include these technologies. The bill further requires the Arizona Commerce Authority (ACA) to provide educational materials to local jurisdictions on the benefits of electric powered aircrafts.
Estimated Impact
We estimate the following provisions of the bill would generate administrative costs to ADOT:
· create or update a statewide aviation plan to include the outlined electric-powered aircraft technologies;
· designate a person with expertise in electric-powered aircraft technologies to serve as a resource to local jurisdictions; and
· provide local jurisdictions with a guidebook and technical resources to support uniform planning and zoning requirements that include electric-powered aircraft technologies.
The fiscal impact will ultimately depend on the depth of the work ADOT incurs in implementing the legislation. We cannot determine the magnitude of the impact without input from the agency. We have reached out to ADOT for their estimated impact of the bill and are awaiting a response.
ACA does not anticipate that the bill will generate additional costs for producing educational materials.
