HB 2005: voter registrations; recorder; inactive status

Sponsor: Representative Gillette, LD 30

Committee on Federalism, Military Affairs & Elections

Overview

Authorizes the County Recorder to place an individual on inactive voter status if they receive information that they fraudulently registered to vote, or their registration information is incorrect.

History

County Recorders send official mail via nonforwardable first-class mail. This mail can include a 90-day notice, notice for a change of address, a voter registration card and other official election mail.  If the mail is returned as undeliverable a follow up notice will be sent and the registrant must either confirm their information, revise their information or complete and return a new registration form with their current information.  If the registrant fails to do this within 35 days, their registration status will be changed to inactive. If an inactive registrant does not vote for two election cycles, their registration must be canceled (A.R.S. ยง 16-166, 16-583, 2023 EPM).

Provisions

1.   Allows the County Recorder to place an individual's voter registration status on inactive if they receive information that provides reasonable cause to believe that an individual has fraudulently registered to vote, or their registration information is incorrect. (Sec. 1)

2.   Clarifies that this measure does not limit the County Recorder's responsibility to provide notice to a voter as otherwise provided by law. (Sec. 1)
