Overview
Establishes the 988 Suicide Awareness Special Plate and Fund, Youth Charities Organization Special Plate and Fund, Made in Arizona Special Plate and Fund, Education Fundraising Special Plate and Fund, Sorority and Fraternity Special Plate and Fund, Arizona Bicycling Special Plate and Fund, Public Safety Personnel Mental Health Special Plate and Fund and the Hopi Tribe Special Plate.
History
The Arizona Department of Transportation (ADOT) is required to provide every vehicle owner one license plate for every vehicle registered upon application and payment of fees (A.R.S. § 28- 2351). Statute requires ADOT to issue or renew special plates according to specified requirements (A.R.S. § 28-2403). An initial and annual renewal fee of $25 is required for the special plate in addition to the vehicle registration fees. Of the $25 special plate fee, $8 is an administrative fee and $17 is an annual donation (A.R.S. §§ 28-2402; 28-2404). Special plates require a standard $32,000 implementation fee.
All license plates, including special plates, that are designed or redesigned after September 24, 2022, are required to have: 1) the background color of the license plate contrast significantly with the color of the letters, numerals and state name on the license plate; and 2) the name of the state appearing on the license plate in capital letters in sans serif font with a height of three-fourths of an inch (A.R.S. § 28- 2351).
Provisions
988 Suicide Awareness Special Plate and Fund
1. Establishes the 988 Suicide Awareness Special Plate and Fund (988 Fund) if a person pays $32,000 to ADOT by December 31, 2025. (Sec. 3, 7)
2. Requires the person who provides the $32,000 to design the 988 Suicide Awareness Special Plate. (Sec. 3)
3. States that the design and color of the 988 Suicide Awareness Special Plate is subject to the approval of ADOT. (Sec. 3)
4. Allows the Director of ADOT (Director) to combine requests for 988 Suicide Awareness Special Plate with requests for personalized special plates and subjects the request to additional fees. (Sec. 3)
5. Stipulates that of the $25 fee for the 988 Suicide Awareness Special Plate, $8 is an administration fee and $17 is an annual donation. (Sec. 3)
6. Requires ADOT to deposit all 988 Suicide Awareness Special Plate administration fees into the State Highway Fund and all donations into the 988 Fund. (Sec. 3)
7. Tasks the Director of the Arizona Department of Health Services (ADOHS) with administering the 988 Fund. (Sec. 7)
8. Directs the first $32,000 in the 988 Fund to be reimbursed to the person who paid the implementation fee. (Sec. 7)
9. Asserts that no more than 10% of monies in the 988 Fund may be used for the cost of administering the 988 Fund. (Sec. 7)
10. Stipulates that monies in the 988 Fund are continuously appropriated. (Sec. 7)
11. Allows the State Treasurer, on notice from the Director of ADOHS, to invest and divest 988 Fund monies and states that monies earned from investment must be credited to the 988 Fund. (Sec. 7)
12. Requires the Director of ADOHS to annually allocate monies from the 988 Fund to support an entity in this state that:
a) Supports the continued operation of the National 988 Suicide and Crisis Lifeline; and
b) Answers calls in this state from the National 988 Suicide and Crisis Lifeline. (Sec. 7)
Youth Charities Organization Special Plate and Fund
13. Establishes the Youth Charities Organization Special Plate and Fund (Youth Fund) if a person pays $32,000 to ADOT by December 31, 2025. (Sec. 3)
14. Requires the person who provides the $32,000 to design the Youth Charities Organization Special Plate. (Sec. 3)
15. States that the design and color of the Youth Charities Organization Special Plate is subject to the approval of ADOT. (Sec. 3)
16. Allows the Director to combine requests for Youth Charities Organization Special Plate with requests for personalized special plates and subjects the request to additional fees. (Sec. 3)
17. Stipulates that of the $25 fee for the Youth Charities Organization Plate, $8 is an administration fee and $17 is an annual donation. (Sec. 3)
18. Requires ADOT to deposit all Youth Charities Organization Special Plate administration fees into the State Highway Fund and all donations into the Youth Fund. (Sec. 3)

a) Is headquartered in this state;
b) Have been headquartered in this state in March 1996;
c) Exclusively support Arizona children's charities through at least two annual fundraising events; and
d) Is affiliated with a membership-based organization that is headquartered in Scottsdale, Arizona that consists of an active membership of not more than 65 members under 40 years old. (Sec. 3)
23. Requires the State Treasurer, on notice from the Director, to invest and divest monies in the fund and monies earned from investment must be credited to the Youth Fund. (Sec. 3)
Made in Arizona Special Plate and Fund
24. Establishes the Made in Arizona Special Plate and Fund (Arizona Fund) if a person pays $32,000 to ADOT by December 31, 2025. (Sec. 3, 8)
25. Requires the person who provides the $32,000 to design the Made in Arizona Special Plate. (Sec. 3)
26. States that the design and color of the Made in Arizona Special Plate is subject to the approval of ADOT. (Sec. 3)
27. Allows the Director to combine requests for Made in Arizona Special Plate with requests for personalized special plates and subjects the request to additional fees. (Sec. 3)
28. Requires that a request for low emission and energy efficient vehicle special plates, if the Director allows a combination, be in a form prescribed by the Director and is subject to the fees for the low emission and energy efficient vehicle special plates in addition to the fees required for the Made in Arizona Special Plates. (Sec. 3)
29. Stipulates that of the $25 fee for the Made in Arizona Special Plate, $8 is an administration fee and $17 is an annual donation. (Sec. 3)
30. Requires ADOT to deposit all Made in Arizona Special Plate administration fees into the State Highway Fund and all donations into the Arizona Fund. (Sec. 3)
31. Tasks the Arizona Commerce Authority (ACA) with administering the Arizona Fund. (Sec. 8)
32. Directs the first $32,000 in the Made in Arizona Fund to be reimbursed to the person who paid the implementation fee. (Sec. 8)
33. Asserts that no more than 10% of monies in the Arizona Fund may be used for the cost of administering the Arizona Fund. (Sec. 8)
34. Requires the State Treasurer, on notice from the Chief Executive Officer (CEO) of the ACA to invest and divest monies in the Arizona Fund and monies earned from investment must be credited to the Arizona Fund. (Sec. 8)
35. Requires the CEO of the ACA to annually allocate monies from the Arizona Fund to support a program in this state that:
a) Advances workforce development in this state in the advanced manufacturing industry; and
b) Fosters collaboration with community colleges located in this state and the advanced manufacturing industry. (Sec. 8)
Education Fundraising Special Plate and Fund
36. Establishes the Education Fundraising Special Plate and Fund (Education Fund) if a person pays $32,000 to ADOT by December 31, 2025. (Sec. 3)
37. Requires the person who provides the $32,000 to design the Education Fundraising Special Plate. (Sec. 3)
38. States that the design and color of the Education Fundraising Special Plate is subject to the approval of ADOT. (Sec. 3)
39. Allows the Director to combine requests for Education Fundraising Special Plate with requests for personalized special plates and subjects the request to additional fees. (Sec. 3)
40. Stipulates that of the $25 fee for the Education Fundraising Special Plate, $8 is an administration fee and $17 is an annual donation. (Sec. 3)

b) Achieve this mission through events, campaigns and partnerships; and
c) Use any monies raised through fundraising to promote equitable access to learning and enrichment opportunities, stimulate classroom innovation and ensure academic excellence for one unified school district in this state. (Sec. 3)
46. Requires the State Treasurer, on notice from the Director, to invest and divest monies in the Education Fund and to credit monies earned from investment to the Education Fund. (Sec. 3)
47. Defines unified school district as a political subdivision of this state offering instruction to students in grades one through 12, kindergarten programs and programs for preschool children with disabilities. (Sec. 3)
Sorority and Fraternity Special Plate and Fund
48. Establishes the Sorority and Fraternity Special Plate and Fund (Sorority and Fraternity Fund) if a sorority or fraternity pays $32,000 to ADOT by December 31, 2025. (Sec. 3)
49. Stipulates the Sorority and Fraternity Special Plates must be of uniform design and must include space for one Sorority or Fraternity logo. (Sec. 3)
50. Directs a sorority or fraternity that meets the requirements and that provides $32,000 to ADOT, to design a logo for the sorority or fraternity that is different from designs issued for other sorority or fraternity logos. (Sec. 3)
51. States that the design and color of the Sorority and Fraternity Special Plate and logo is subject to the approval of ADOT. (Sec. 3)
52. Allows the Director to combine requests for Sorority and Fraternity Special Plate with requests for personalized special plates and subjects the request to additional fees. (Sec. 3)
53. Stipulates that of the $25 fee for the Sorority and Fraternity Special Plate, $8 is an administration fee and $17 is an annual donation. (Sec. 3)
54. Requires ADOT to deposit all Sorority and Fraternity Special Plate administration fees into the State Highway Fund and all donations into the Sorority and Fraternity Fund. (Sec. 3)
55. Tasks the Director with administering the Sorority and Fraternity Fund. (Sec. 3)
56. Stipulates that monies in the Sorority and Fraternity Fund are continuously appropriated. (Sec. 3)
57. Requires the Director to annually allocate monies from the Sorority and Fraternity Fund to the sorority or fraternity that paid the implementation fee to ADOT and to the sororities and fraternities that paid the special plate fee to ADOT based on the total number of plates issued to each sorority or fraternity. (Sec. 3)
58. Requires the sorority or fraternity to be recognized by a university in this state and have a mission to:
a) Foster cooperative actions of its members in dealing with matters of mutual concern;
b) Promote the well-being of its affiliate sororities and fraternities, facilitate the establishment and development of local councils and provide leadership training for its constituents; and
c) Educate citizens and communities in this state in the interest of the general public through community education, literature and broadcast information with respect to government issues about methodologies and strategies to improve, maintain and promote the needs and knowledge of the residents of this state, with respect to economic development, public safety and access to educational opportunities so that the residents of this state can serve for the protection, conservation and preservation of their human and natural environment in and around this state. (Sec. 3)
59. Requires the State Treasurer, on notice from the Director, to invest and divest monies in the Sorority and Fraternity Fund and to credit monies earned from investment to the Sorority and Fraternity Fund. (Sec. 3)
Hopi Tribe Special Plate
60. Establishes the Hopi Tribe Special Plate if a person pays $32,000 to ADOT by December 31, 2025. (Sec. 3)
61. Requires the person who provides the $32,000 to design the Hopi Tribe Special Plate. (Sec. 3)
62. States that the design and color of the Hopi Tribe Special Plate is subject to the approval of ADOT. (Sec. 3)
63. Allows the Director to combine requests for Hopi Tribe Special Plate with requests for personalized special plates and subjects the request to additional fees. (Sec. 3)
64. Stipulates that of the $25 fee for the Hopi Tribe Special Plate, $8 is an administration fee and $17 is an annual donation. (Sec. 3)
65. Requires ADOT to deposit all Hopi Tribe Special Plate administration fees into the State Highway Fund and all donations to the Hopi Tribal Department of Public Safety and Emergency Services. (Sec. 3)
66. Requires the Hopi Tribe to use the monies collected from the Hopi Tribe Special Plate for road maintenance services and for traffic control devices on highways on the Hopi Tribal Reservation that are in this state and that are not state highways. (Sec. 3)
Arizona Bicycling Special Plate and Fund
67. Establishes the Arizona Bicycling Special Plate and Fund (Bicycling Fund) if a person pays $32,000 to ADOT by December 31, 2025. (Sec. 3)
68. Stipulates that the Arizona Bicycling Special Plates have a uniform design and have a space for one Arizona Bicycling logo. (Sec. 3)
69. Requires the person who provides the $32,000 to ADOT must design an Arizona Bicycling logo. (Sec. 3)
70. States that the design and color of the Arizona Bicycling Special Plate is subject to the approval of ADOT. (Sec. 3)
71. Allows the Director to combine requests for Arizona Bicycling Special Plate with requests for personalized special plates and subjects the request to additional fees. (Sec. 3)
72. Stipulates that of the $25 fee for the Arizona Bicycling Special Plates, $8 is a special plate administration fee and $17 is an annual donation. (Sec. 3)
73. Requires ADOT to deposit all Arizona Bicycling Special Plate administration fees in the State Highway Fund, and all donations to the Bicycling Fund. (Sec. 3)
74. Tasks the Director with administering the Arizona Bicycling Special Plate Fund. (Sec. 3)

a) Produces bicycling events in this state for community, charity, and wellness; and
b) Has all the following objectives: aiding in the economic development of this state, establishing this state as the bicycling center of the United States and encouraging individuals to adopt bicycling as a natural daily life activity. (Sec. 3)

Public Safety Personnel Mental Health Special Plate and Fund
80. Establishes the Public Safety Personnel Mental Health Special Plate and Fund (Public Safety Fund) if a person pays $32,000 to ADOT. (Sec. 3)
81. Requires the person who provides the $32,000 to design the Public Safety Personnel Mental Health Special Plate. (Sec. 3)
82. States that the color and design of the Public Safety Personnel Mental Health Special Plates are subject to the approval of ADOT. (Sec. 3)
83. Allows the Director to combine requests for Public Safety Personnel Mental Health Special Plate with requests for personalized special plates and subjects the request to additional fees. (Sec. 3)

b) Provides stress coaching that focuses on public safety personnel, family members of public safety personnel and public safety organizations including: proactive and resiliency training to assist public safety personnel to recognize early warning signs in themselves and their colleagues, family support to assist family members of public safety personnel in understanding the unique stressors associated with a public safety lifestyle and recognizing early warning signs and personalize support for public safety personnel and family members of public safety personnel which is available 24 hours a day. (Sec. 3)
91. Requires the State Treasurer, on notice from the Director, to invest and divest Public Safety Fund monies and states that monies earned from investment must be credited to the Public Safety Fund. (Sec. 3)
