Overview

Extends the Acute Care Services at Home Pilot Program (ACHPP) until January 1, 2029 and modifies ACHPP eligibility requirements.

History

Laws 2021, Chapter 320 established the ACHPP as a three-year pilot program which allows for the delivery of acute care services to patients in their home by licensed Arizona hospitals. The pilot program is administered by the Arizona Department of Health Service (DHS) who establishes the pilot program's rules and collaborates with interested hospitals. ACHPP terminates January 1, 2027.

DHS must determine, in collaboration with interested hospitals: 1) the criteria necessary for a licensed hospital to be eligible for the pilot program, which includes demonstrating the required in-person and telehealth equipment necessary to provide acute in-home services; 2) the protocols for eligible hospitals to determine patient eligibility in ACHPP; and 3) the protocols for health care services to be provided by or under the direction of eligible hospitals to patients in ACHPP.

Provisions

1.   Delays the repeal date for ACHPP until January 1, 2029. (Sec. 1)

2.   Requires eligible hospitals wishing to participate in the ACHPP to demonstrate the required in-person and telehealth equipment necessary to provide acute in-home services in a manner that ensures emergency response time of not more than 30 minutes to a patient's home. (Sec. 1)

3.   Allows participating ACHPP hospitals to use applicable DHS protocols to set the manner in which emergency response times are met through the use of mobile paramedic and mobile nursing services.  (Sec. 1)
