HB 2483: registrar of contractors; licensure

Overview
Removes the requirement for the Registrar of Contractors (ROC) to post a list of applicants on its website and makes clarifications relating to license issuance and renewal.
History
The Registrar of Contractors licenses and regulates residential and commercial contractors. The ROC is required to: 1) classify and qualify applicants for a license; 2) change the license classification in the case of a title reclassification; 3) conduct investigations to protect the health and safety of the public; and 4) establish written examinations to protect the health and safety of the public. Applicants for ROC licensure must have a minimum of four years of practical or management trade experience in classification-related construction and pass a written application covering relevant building, safety, health and lien laws. (A.R.S. § 32-1122).
Provisions
1. Removes language relating to the requirement for the ROC to publicly post a list of applicants for a contractor license on its website for at least 20 days. (Sec. 1)
2. Clarifies that a licensee, in obtaining, renewing or maintaining a license, must not have engaged in contracting without a license or committed any act that would be ground for suspension or revocation unless any loss caused by such act has been fully satisfied. (Sec. 2)
3. Removes the requirement for the licensee to exhibit evidence of possessing a license on demand. (Sec. 3)
4. Clarifies a revoked license cannot be issued as a new license until one year after final determination of revocation. (Sec. 6)
