Summary of the Strike Everything Amendment to SB 1058
Overview
Appropriates a total of $9,500,000 from the state General Fund (GF) to the City of Sierra Vista for the purpose of attaining a reentry license and developing a spaceport reentry site.
History
The Federal Aviation Administration (FAA) Office of Commercial Space Transportation (AST) oversees, authorizes and regulates launches and reentries of launch and reentry vehicles and the operation of launch and reentry sites that are carried out by U.S. citizens or that are within the U.S.
AST issues licenses to operate a reentry site when it determines that an applicant's operation of the reentry site does not jeopardize public health and safety, the safety of property, U.S. national security or foreign policy interests or international obligations of the U.S. (14 C.F.R. § 433.3).
A reentry site is the location on Earth where a reentry vehicle is intended to return. It includes the area within three standard deviations of the intended landing point (the predicted three-sigma footprint) (14 C.F.R. § 401.5).
A license to operate a reentry site authorizes the licensee to offer use of the site to support reentry of a reentry vehicle for which the three-sigma footprint of the vehicle upon entry is wholly contained within the site (14 C.F.R. § 433.5).
Currently, there are 20 spaceports located in 10 different states (FAA Spaceports by State).
Provisions
1. Appropriates $1,500,000 from the state GF in FY 2026 to the City of Sierra Vista to attain a Part 433 reentry license through the FAA. (Sec. 1)
2. Appropriates $4,000,000 from the state GF in each of FYs 2026 and 2027 to the City of Sierra Vista for wastewater infrastructure to develop a spaceport reentry site. (Sec. 1)
3. Exempts the appropriations from lapsing. (Sec. 1)
