SB 1208: vehicle titles; out-of-state purchase

Overview
Permits the Arizona Department of Transportation (ADOT) to issue a certificate of title to a vehicle purchased out-of-state and that is pending registration.
History
ADOT may only issue a vehicle certificate of title without registration for a vehicle that is physically present in this state if:
1) the applicant for a certificate of title is a nonresident whose vehicle is not subject to vehicle registration in this state;
2) the applicant certifies that the vehicle was acquired for purposes other than highway use;
3) the vehicle was acquired by operation of law; or
4) the vehicle is an off-road recreational motor vehicle required to be issued a certificate of title (A.R.S. § 28-2053).
Provisions
1. Allows ADOT to issue a vehicle certificate of title pending registration for a vehicle purchased out-of-state if:
a) the vehicle was sold to a resident by an out-of-state dealer; or
b) the vehicle was sold to a resident by an out-of-state dealer and a lien or encumbrance is filed on the vehicle by an out-of-state dealer or finance company. (Sec. 1)
2. Requires a resident of this state to complete the registration of the vehicle purchased out-of-state, if a vehicle certificate of title is issued pending registration. (Sec. 1)
3. Allows the registering officer to process an application for the vehicle certificate of title pending registration issued without collecting the use tax if the taxes are collected at the time of registering the vehicle. (Sec. 2)
4. Makes conforming changes. (Sec. 2)
