Summary of the Strike-Everything Amendment to SB 1543
Overview
Directs nongovernmental organizations (NGOs) in this state that have been awarded state contracts and that operate near this state's international border to submit quarterly financial reports to the President of the Senate and the Speaker of the House of Representatives.
History
The United States Department of State sets the current regulations on NGOs. NGOs encompasses a broad range of organizations that allow individuals to achieve their social, economic, and political aspirations by organizing themselves, according to their own interests, needs, and priorities.
Sources of finance include donations from private individuals (American or foreign), private sector for-profit companies, philanthropic foundations or grants from federal, state or local government. Sources of finance may also include foreign governments. There is no prohibition in United States law on foreign funding of NGOs.
Many NGOs in the United States are qualified as exempt from state and federal taxes. If an NGO wants to receive exemption from income taxation from the U.S. Federal Government, the NGO applies to the Internal Revenue Service. NGOs organized for political purposes receive limited tax exemptions only for income received from contributions solicited from the general public, membership dues, or fundraising events.
Provisions
1. Requires NGOs in this state that have been awarded state contracts and that operate near this state's international border to submit quarterly financial reports to the President of the Senate and the Speaker of the House of Representatives. (Sec. 1)
2. States the reports must include:
a) a detailed breakdown of all the sources of funding of the NGO, including any private, federal and state monies; and
b) a detailed account of all expenditures relating to the state contract that was awarded to the NGO. (Sec. 1)
