SB 1497: appropriation; criminal intelligence coordination center

Overview

Appropriates $1,000,000 from the state General Fund (GF) in FY 2026 to the State Treasurer to distribute to Yavapai County Sheriff's Office to operate a Criminal Information Intelligence Analysis Coordination Center (Coordination Center).

History

The Arizona Criminal Intelligence System Agency (ACISA) was created in 1981 for the collection, control, analysis and dissemination of criminal intelligence information to governmental authorities that investigate violations of criminal laws. During a performance audit in 1983, the Auditor General recommended that ACISA be consolidated with the Arizona Department of Public Safety (DPS) due to overlapping functions. Laws 1981 Chapter 238 Sec. 12 terminated ACISA on January 1, 1985. (1983 Performance Audit).

DPS houses the Organized Crime/Intelligence Bureau (Bureau) for Arizona's Intelligence-led policing effort. The Bureau works with various agencies like the Arizona Counter Terrorism Information Center and the Arizona Department of Homeland Security to provide intelligence, investigative and technical support to state, local, tribal and federal law enforcement agencies to address security efforts. The Bureau also houses the Gang and Immigration Intelligence Team Enforcement Mission Central District which is a statewide gang enforcement task force (DPS Criminal Investigations Division).

Provisions

1.   Appropriates $1,000,000 from the state GF in FY 2026 to the State Treasurer to distribute to Yavapai County Sheriff's Office to operate a Coordination Center responsible for collecting, analyzing, synthesizing and disseminating real-time, actionable information. (Sec. 1)

2.   Stipulates that the Coordination Center is designed to interdict human trafficking and controlled substance trafficking conducted by international criminal cartels. (Sec. 1)
